About the role
This role sits between IMDA's central Communications & Marketing Division and the BizTech Group, leading strategic communications, branding and public engagement for a portfolio of emerging technologies such as robotics and intelligent systems. A major focus is shaping communications and positioning for the Punggol Digital District robotics precinct, one of Singapore's key testbeds for autonomous systems. It suits a senior communications professional who is comfortable translating complex technology into clear stories for policymakers, industry, media and the public.
Develop an evidence-based narrative that builds awareness and understanding of the group's emerging technology work, translating complex concepts into accessible stories for policymakers, industry, media and the public while weighing national interests, public perception and partner sentiments.
Establish and manage brand identity and positioning for the emerging technology portfolio, including the Punggol Digital District robotics precinct, and develop co-branding and messaging frameworks such as a message house to keep different organisational voices consistent and synergistic.
Represent IMDA in cross-agency communications functions for the portfolio, acting as the primary communications interface with partner agencies, industry stakeholders and academia, and leading coordination on communications priorities, narrative alignment and joint engagement efforts.
Lead stakeholder management and communications coordination for the Punggol Digital District, managing relationships with precinct partners, aligning messaging timelines and brokering communications decisions across a complex multi-stakeholder environment.
Identify and optimise digital and social media channels to maximise reach, using both IMDA and partner platforms.
Drive and implement public engagement strategy, fostering collegiality, seamless collaboration and joint accountability.
Establish monitoring and reporting routines to track sentiment, reach and engagement, and use data-driven insights to manage communications, mitigate risks, recommend course corrections and advise senior leadership.
Lead the development and execution of crisis communications responses during incidents or reputational risks, working quickly across internal and external stakeholders to manage public perception and protect organisational trust.
Develop shared playbooks, messaging guides and engagement templates to raise the baseline quality of engagement across the group.
Mentor and guide team members to elevate communications and public engagement capabilities.

Requirements
At least 15 years of relevant experience in strategic communications, public relations, public engagement or marketing
Proven track record in multi-agency stakeholder management, including industry and academia, and public engagement frameworks
Ability to engage and influence senior stakeholders and provide candid, well-reasoned counsel
Strong narrative development skills and ability to translate complex emerging tech into clear messaging
Analytically minded with experience setting and tracking communications metrics and using data to refine strategy
Deep experience in media relations, including pitching local and international or business media
