About the role

This role sits within the Programme Management Office that handles resource planning for the Changi East Programme, covering the future Terminal 5 and nearby airport infrastructure. You will support financial governance and resource planning for Terminal 5, including budget management and Government gateway approvals. It suits someone analytical who enjoys working with many stakeholders in a fast-moving setting.

What you'll do

Drive planning and optimisation of resources, covering budget planning, business case development and manpower planning, to help deliver projects in the Changi East Programme.
Work closely with CAG divisions, relevant Ministries and Government agencies to support project delivery through design and construction phases.

Manage the Government approval process for the assigned portfolio, including preparing submissions on project need, scope, cost and timeline.

Handle end-to-end budget management, including planning, monitoring expenditure, drawdown, funding agreements and fund recovery.

Analyse resource requirements for projects and programmes, spot risks and opportunities, and recommend ways to optimise resource allocation and funding use.

Prepare management reports, presentations and recommendations to guide decision-making by senior management and key stakeholders.

Requirements

Degree in Finance, Accounting, Business, Engineering or a related discipline
3 to 8 years of relevant experience in resource planning, programme management, project controls, finance or project management for infrastructure or construction
Strong stakeholder management skills and ability to work across teams and organisations
Strong analytical, numerical and problem-solving abilities
Excellent communication and presentation skills
Self-motivated, resourceful and able to work independently in a dynamic environment
