About the role

This role heads the Technical Project Management function within the IS - DBE group at a major Singapore telecommunications company. You will set the delivery standards, metrics and practices behind the company's digital engineering model, working with engineering, product and business teams. It suits an experienced delivery leader who enjoys turning strategy into consistent execution and managing project managers across several domains.

What you'll do

Manage a team of Technical Project Managers spread across DXP domains.
Define and maintain a standard delivery governance framework covering sprint cadence, backlog hygiene, dependency tracking and reporting.
Oversee delivery execution across DXP domains so commitments are met predictably.
Run monthly delivery health reviews, flagging risks, capacity issues and improvement areas.

Work with Domain Owners and Journey Solution Designers to balance product, tech debt and technical campaign backlogs.

Act as the central delivery integrator across DBE, keeping journeys, domains and releases in sync.

Align delivery and release plans with Release Program Managers.

Set up and maintain a cross-domain dependency management framework with clear escalation paths.

Track delivery performance metrics such as velocity, predictability and throughput, and drive corrective action.

Coach and mentor TPMs on career development, skills growth and performance reviews.

Lead training sessions and playbook initiatives to raise agile delivery maturity, tooling proficiency and reporting discipline.

Recruit high-performing TPM talent aligned to the transformation roadmap.

Communicate program-level risks, trade-offs and delivery decisions to executive stakeholders.

Represent the TPM function in enterprise forums, transformation reviews and cross-functional working groups.

Good to know

Advanced certifications in Agile, DevOps or program management are preferred.
Experience in telecommunications, cloud platforms or enterprise-scale digital transformation is preferred.

Requirements

Bachelor's degree in computer science, engineering or information systems
12 or more years in technology delivery
At least 5 years managing project or program teams, or a TPM function
Track record delivering large-scale cross-functional software or platform programs
Experience with agile and DevOps delivery practices
Strong stakeholder management, dependency resolution and performance reporting background
