About the role

This role sits within the Next Generation Programme Office Division, supporting the Integrated Digital Tower System Section at Changi Airport Terminal 2. You will help manage complex software-intensive Air Navigation Services systems for air traffic management, covering everything from initial implementation to ongoing upkeep. It suits an engineer who enjoys working across technical, security and project areas with many different partners.

What you'll do

Design system architecture and draft technical specifications for the IDTS systems
Work with users to collect operational requirements and make sure systems meet them

Carry out market surveys of available systems

Obtain approval from relevant authorities for proposed designs and specifications

Spot and reduce risks that could affect successful delivery

Handle procurement, including evaluating proposed solutions

Manage IDTS systems covering cybersecurity, information security design, technology systems and security policies

Deploy systems with vendors, including testing and commissioning

Coordinate with internal and external stakeholders such as government agencies, suppliers, maintenance operators, users and IT consultants or auditors

Support internal and external audits, technical discussions, scanning exercises and penetration tests

Investigate security breaches, help resolve incidents, take part in post-incident reporting and suggest system improvements

Oversee the maintenance team to keep IDTS systems at the required service level

Good to know

You may need to work outside normal hours and travel overseas occasionally
The appointment is a 3-year contract initially, with possible permanent tenure or renewal
Designation will match your relevant work experience

Requirements

Training in Engineering (Computing, Electrical, Electronics, Telecommunication), Information Systems Management, Information Technology, Computer Science or equivalent
Experience implementing large-scale ICT system-of-system across the full life cycle is preferred
Knowledge of system architecture design, system administration, networking and cybersecurity is preferred
Relevant experience in air traffic control related systems may lead to a higher appointment
Able to work well in a team and independently with staff at all levels
Strong communication, writing, interpersonal, analytical, presentation and negotiation skills with a positive attitude and attention to detail
