Experience Experienced About the role GovTech is hiring a Lead / Senior Product Manager to own the product direction for OneService@SG, a municipal services platform used by citizens, agencies and Town Councils. You will lead cross-functional teams spanning business, design, engineering, data, security and change management, and work closely with the Municipal Services Office, partner agencies, Town Councils and vendors. This suits an experienced product leader who is comfortable balancing policy objectives, operational needs and technology delivery in a public sector setting.

Translate business needs, operational challenges and citizen pain points into product opportunities
Balance business value, technical feasibility, cost, risk and time-to-market
Own the product backlog and prioritisation framework
Lead product discovery, solutioning, experimentation and validation activities
Drive delivery of new capabilities, enhancements, integrations and modernisation initiatives
Make product trade-offs and decisions across scope, releases, timelines and resources
Monitor product performance and refine priorities using data and user feedback
Partner with senior leaders across MSO, MND, agencies and Town Councils
Build consensus among stakeholders with competing priorities
Facilitate governance discussions and present recommendations to steering committees and senior management
Manage cross-agency dependencies and resolve escalated issues and risks

Work with Design Managers, Engineering Managers, Architects and Security teams to deliver solutions
Drive adoption of agile and product-centric delivery practices
Champion citizen-centric and officer-centric design practices
Use user research, analytics and operational insights to find improvement opportunities
Validate product assumptions through prototypes, pilots and user testing
Ensure solutions improve user experience, operational efficiency and service outcomes
Ensure delivery complies with security, privacy and governance requirements
Manage product risks, dependencies and release readiness
Support budget planning, procurement, vendor management and contract performance
Report regularly on delivery progress, outcomes and product health
Drive agency and Town Council adoption of OSSG capabilities
Partner with change management teams to ensure stakeholder readiness
Develop rollout plans, communication strategies and success measures
Monitor adoption metrics and post-implementation outcomes
