Pre-Construction Manager (ECI Specialist) – Data Centre PMC (West Area)

About the role

Lead the pre-construction planning, design optimisation and procurement phase of a greenfield data centre project in western Singapore before main construction starts. Manage the Early Contractor Involvement (ECI) framework between the client's design consultants, local Qualified Persons and the ECI main contractor. Drive constructability, budget control, high-voltage grid readiness and contract certainty. Oversee the conversion of the ECI agreement into the final execution contract, open-book cost verification and value engineering workshops. Coordinate with SP PowerGrid on the high-voltage connection and with authorities such as BCA, JTC, PUB and NEA on pre-construction clearances.

Requirements

• 10+ years of construction project management experience
• At least 4+ years managing pre-construction stages or ECI frameworks for data centres, semiconductor plants or heavy industrial facilities
• Deep knowledge of SIA, REDAS and FIDIC Yellow Book contract frameworks
• Proven track record handling 22kV and/or 66kV grid connection processes with SP PowerGrid in Singapore
• Proficiency in Smartsheet, Procore and Autodesk Construction Cloud (ACC)
• Bachelor's degree in Civil, Mechanical or Electrical Engineering, or Construction Management
