About the role
This role supports the Singapore Aviation Academy Spatial Transformation Project, which covers additions and alterations to existing facilities plus a new building extension. You will oversee the full contract and procurement lifecycle, blending commercial know-how with hands-on construction-site experience to keep project governance sound. It suits someone with a quantity surveying, engineering or construction background who has run procurement and contracts on institutional or government building works.
What you'll do
Run end-to-end procurement, including tenders and quotations, under government procurement rules and frameworks.
Draft and issue tender and quotation invitations and other procurement documents, assess submissions and recommend awards.
Administer contracts after award, track contractor performance and compliance, and assess claims and variation requests for validity and reasonableness.
Prepare contract variation papers so changes are documented, justified and approved within delegated financial authority limits.
Take part in site visits and inspections to verify progress, assess conditions and gather information for contractual decisions and dispute resolution.
Work with consultants, site supervisory staff and contractors to surface developments affecting contract, cost, schedule or operations.
Manage the development budget and project cost controls, including expenditure forecasting, progress payment assessment, cost reporting and monitoring variation costs against approved budgets.
Prepare and present budget, tender recommendation, contract variation and other approval papers to management and approving authorities.
Maintain project governance by ensuring activities, decisions and approvals follow established policies, procedures and delegated authority limits.
Keep complete procurement and contract management records, supporting documentation and audit trails, and support internal and external audits.
Collaborate with project managers, engineers, finance, legal and other stakeholders to align procurement and contract management with project timelines and organisational objectives.

Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or a contract renewal.
Requirements
Training in Quantity Surveying, Civil Engineering, Building, Construction Management or a related field
At least 5 years of relevant contract management and procurement experience
Combination of office-based contract administration and construction-site experience strongly preferred
Experience in additions and alterations, particularly institutional or government buildings, an advantage
Demonstrated project governance experience, including approval processes, controls and risk management practices
Familiarity with standard forms of construction contract, including PSSCOC
