About the role
This role sits with the programme operations team supporting a major national digital transformation effort, focused on how the programme runs rather than building the product itself. You will design operating models, manage funding and governance workstreams, coordinate across central functions and vendors, and push hard on automating repetitive work. It suits someone with strong programme or product ops experience, financial literacy and the confidence to work with senior stakeholders across Finance, Legal, Security and governance committees.
What you'll do
Design and keep improving the programme operating model so governance, funding, security and vendor workflows scale with delivery
Create reusable practices, templates and standards that future transformation workstreams can adopt by default
Capture and refine programme operational knowledge such as governance playbooks, procurement and security patterns, and AI operating guides
Turn operational insights into recommendations for Product Managers and programme leadership on investment, governance and delivery strategy
Own programme health metrics including governance lead time, procurement cycle time, vendor onboarding time, vendor productivity, budget variance, dependency ageing and AI automation savings
Act as the single point of contact for central functions such as Finance, Procurement, Legal, Security and IT
Surface dependencies, risks and decisions outside the squads and route them to the right owner before they become blockers
Coach delivery teams and Product Managers on operational practices to reduce delivery friction
Own the numbers, assumptions and models behind the programme's full lifecycle funding estimate and prepare submissions for funding and technical governance committees
Re-baseline estimates after each release as actual delivery data comes in
Run the budget definition cycle with Finance, including CAPEX/OPEX classification, line-item granularity and calendar-year versus financial-year bases
Run security clearance workstreams end to end, covering data classification justification, risk assessments and deviation requests
Determine the controls the STARS2.0 team needs, scope requests properly and secure approvals without pulling engineers off technical work
Own vendor onboarding logistics such as devices, tool access, security clearances, approvals and building access
Collect and analyse vendor timesheets monthly and report on whether the delivery model is better, cheaper and faster than a traditional bulk tender
Build the commercial baseline and data for vendor negotiations and track delivery against contract terms, scope and team shape
Coordinate with Procurement and Legal on purchase orders, contract variations and related approvals
Automate repetitive, document-heavy and rules-bound work such as timesheet parsing, budget reclassification, submission drafting and dependency tracking, and measure the time saved

Requirements
Significant experience in programme operations, PMO, product ops or a similar role on complex enterprise, public-sector or legacy-modernisation programmes
Strong financial literacy, able to build and defend cost models, handle CAPEX/OPEX treatment with Finance and explain assumptions to senior stakeholders
Experience working through governance, security, procurement or compliance processes, ideally in government or another regulated environment
Able to run independently with senior stakeholders outside your reporting line, including Finance, Legal, Security and governance committees
Judgment on when a process can be simplified or challenged and when it must be followed
High ownership: closes loops without being chased and spots problems early
