About the role

This role leads the Data Engineering and Architecture team within HPB's Chief Data Officer's Office, building the National Lifestyle Repository that brings together lifestyle and preventive health data across Singapore. It suits a technically strong, strategically minded leader who enjoys guiding engineers and shaping data platforms in a multi-stakeholder public health setting.

What you'll do

Lead a team of data engineers and set strategic and technical direction across the full NLR lifecycle, covering architecture, governance, data partnerships and engineering delivery.
Own the technical vision, architecture roadmap and data governance frameworks, including data exchange and interoperability protocols.

Contribute to HPB's data portability strategy by adapting international approaches to the local health and community context.

Lead data partnerships with agencies such as PA, SportSG, AIC/AAC, NParks, LTA, MOH and regional health clusters, securing data sharing agreements and consent frameworks.

Translate policy and organisational needs into clear technical directions for the team.

Provide oversight and technical guidance across workstreams, resolve escalated issues and drive improvements across the 5Vs of data.

Research, prototype and champion new technologies and engineering approaches to advance data engineering capabilities.

Lead, mentor and develop data engineers, set workstream priorities, manage dependencies and milestones, and engage senior stakeholders on future use cases.

This is a 1-year contract position.
The role is based at Health Promotion Board.

Requirements

At least 8 years of working experience, including at least 2 years in supervisory roles, in data engineering or data architecture
Proven track record designing and managing large-scale, scalable data platforms across on-premises and cloud environments such as AWS or Azure
Experience leading data engineering teams and overseeing pipeline development and data governance in complex, multi-stakeholder settings
Strong foundation in solution architecture design, infrastructure planning, data quality management and data governance strategy
Ability to translate high-level policy and business requirements into clear technical directions
Proficiency in coding and programming, such as Python or R
