About the role
This role leads the delivery of submarine cable infrastructure projects for Keppel, working with joint build partners, customers and internal commercial and business teams. It suits an experienced project manager with a subsea cable background who can handle complex partnerships and cost structures. You will act as the main point of contact and subject matter expert for customers and partners through the project lifecycle.
What you'll do
Implement new subsea cable projects through secure and practical routes that meet stakeholder needs and customer demand.
Turn business requirements into partnership-based subsea cable projects and set out execution plans with joint build partners, landing service providers and internal teams.
Develop ownership and participation structures for consortium projects and handle Joint Build Agreements, Landing Party Agreements, MOUs and IRU Consortium Agreements.
Consolidate budget inputs from suppliers, landing parties, service providers, permitting consultants and internal stakeholders.
Track approved budgets, committed costs, actual and forecast expenditure, cost-to-complete, and flag cost overruns and financial risks with corrective actions.
Manage cost-sharing among consortium partners, cost allocation methods, billing and reimbursement, cost recovery, and monitor compliance with partnership arrangements.
Assess project agreement risks and recommend mitigation strategies.
Review and support schedules, project milestones, implementation plans and commissioning strategies.
Drive implementation of the submarine cable system with vendors and partners, covering design, manufacturing and installation.
Work with landing service providers, vendors, partners and internal teams to ensure purchaser deliverables such as permits, cable landing station, fronthaul route and wayleave or lease are ready on time, including agreement formulation and execution.
Coordinate with customers, partners and suppliers on site survey, design and build of the cable landing station, installation, testing and commissioning of submarine cable and terminal equipment, following up to complete activities on time.
Own customer experience and relationship management.
Serve as subject matter expert and point of contact for customers and partners on subsea cable project implementation.
Run periodic review meetings with partners, customers, stakeholders, vendors and providers on performance, issues and action items.
Good to know
Travel within the region or other regions may be required to assist at various sites.
Project activities can require after-hours coordinated work or unplanned after-hours availability for customer-specific needs.
Requirements
Degree in Engineering, specifically Electrical, Electronics or Telecommunication Engineering
At least 7 to 10 years of relevant experience in submarine cable operations or projects
Experience driving submarine cable projects through conceptualization, design, vendor selection, contract forming and implementation
Experience with submarine cable equipment such as PFE, monitoring equipment, OADM, SLTE, OTDR/COTDR and spectrum analyzer
Experience in customer service delivery, assurance or partnership management
Strong analytical and problem-solving skills with the ability to set priorities, identify root causes and recommend practical solutions
