About the role
This role sits within the Smart City Technology Division of a public sector technology agency, where you will take full ownership of a portfolio of interdependent smart city and technology programmes. You will act as the main link between senior leadership, engineering teams, external contractors and public partners, and the position suits an experienced programme manager who is comfortable with governance, trade-offs and large-scale delivery.
What you'll do
Take single-point accountability for a portfolio of interdependent initiatives, including smart-city pilots, technology launches and infrastructure deployments, from concept through to continuous improvement.
Establish unified ways of working, operational frameworks and audit-ready governance structures.
Build and maintain relationships with internal leaders, external partners, agency stakeholders and community groups.
Serve as the primary escalation point for vendor performance, contract negotiations and multi-party alignment.
Give operational and strategic guidance to workstream, project and product leads.
Mentor project managers, coordinators and team members to raise delivery capability.
Establish, refine and drive adoption of standardised programme management practices and continuous improvement mechanisms.

Requirements
More than 8 years of progressive experience across complex hardware, software and operations lifecycles, portfolio delivery or organisational transformation
Proven track record of full accountability for complex multi-workstream technology portfolios and managing trade-offs
Strong interpersonal, negotiation and written communication skills, including presenting to C-suite executives or public-sector officials
Ability to synthesise complex data, move quickly across adjacent domains and turn insights into portfolio decisions
Demonstrated ability to guide workstream leaders, build team capability and embed programme management methodologies
Mastery of formal requirements engineering, traceability tools such as Jira or Confluence, and programme governance frameworks
