About the role
This senior role sits in the COO office of Group Finance at a bank, covering chief of staff duties, the finance controls framework, and recovery and resolution planning. You will stand in for the COO when needed and work with Finance leaders plus Risk, Audit, Compliance, Technology and regulators. It suits an experienced banking professional with strong people leadership who is comfortable being hands-on.
What you'll do
Run the Finance leadership agenda covering CFO and COO priorities, management meetings, conferences, offsites, townhalls and strategic planning
Support the Group CFO in preparing presentation materials for internal and external meetings
Lead the Group Finance Scorecard setting process and track performance against the Balanced Scorecard
Partner the COO, Finance management team and Finance Social Committee on the leadership agenda, including people strategy
Lead the Finance Learning Council to drive the learning agenda
Lead the finance controls framework, including risk and control self-assessments, key controls testing, and controls over financial and regulatory reporting
Oversee operational risk management for Finance, including identifying, escalating and fixing control issues, incidents and risk events
Ensure finance policies, standards and procedures stay current and aligned with Group requirements and MAS expectations
Build a strong risk culture and clear accountability across Finance
Lead and coordinate Finance's resolution planning and resolvability work under MAS Notice 654, covering loss-absorbing capacity and bail-in readiness, valuation capability, resolution MIS, and operational continuity
Partner with Corporate Treasury to build recovery and liquidity funding in resolution into the RRP playbook
Work with Treasury, Risk, Legal, Technology and business units to embed RRP into business-as-usual planning, including stress testing and stipulated scenarios
Design and run playbook drills and testing, and track and close gaps found
Prepare RRP material for MAS engagements, the Board and the Group Executive Committee, and follow regulatory and international standards developments
Lead a team of 3 to 4 people

Requirements
Strong academic background
Degree in Finance, Business or Banking with strong grades from a reputable university; Honours degree preferred
Professional qualification such as CA, CPA, ACCA or CFA preferred
12–15+ years in banking or financial services
Experience covering at least two of: Finance COO or chief of staff work, audit, financial controls or operational risk, and recovery and resolution planning
Direct RRP experience, ideally at a D-SIB or G-SIB, including working with regulators
