About the role

This role supports regional IT technical and commercial evaluation to drive IS/IT cost leadership across the Singtel Group and its Associate companies. You will lead technical and commercial analysis for strategic RFPs, tenders, investments and vendor engagements, making sure solutions are technically sound, commercially competitive and aligned with Group interests. It suits an experienced telecom IT professional who can balance technical requirements, business goals and long-term sustainability.

What you'll do

Drive Group-wide synergies to achieve cost leadership across mobile IS/IT platforms, cloud infrastructure, OSS/BSS and digital systems.
Develop and institutionalise regional IS/IT cost benchmarks, methodology, pricing frameworks and best practices.
Lead regional IS/IT price benchmarking, commercial analysis and cost optimisation across the Group and Associate companies.
Support Group, OpCo and Associate RFPs, RFIs, tenders, contract renewals and annual price reviews through commercial assessments.
Review vendor proposals and commercial submissions to ensure optimal scope, competitive pricing and value.
Develop and maintain cost models for software licensing, cloud and infrastructure platforms, system implementation, integration and migration, and managed services and operational support.
Identify cost drivers, optimisation opportunities and commercial risks, and recommend strategies to reduce total cost of ownership.
Support commercial negotiations with pricing benchmark data, commercial recommendations and negotiation strategies.
Partner with IT, Finance, Procurement, Legal and Business stakeholders across the Group and Associate companies.
Prepare quarterly briefing packs on IS/IT benchmarks, RFP challenge notes, IT commercial movements and vendor concentration insights for Group MC.
Review and rationalise OpCo and Associate IS/IT investment plans, Annual Operating Plans and capital budgets.
Perform technical and commercial due diligence on major IS/IT investment proposals and Board approval papers.
Track Associates' major IS/IT transformation programmes and investment progress, and update the IG Business team and Group MC.
Provide recommendations and briefing materials to Group MC and Singtel Board representatives on OpCo/Associate investment decisions.
Engage industry partners such as Bridge Alliance, TM Forum, hyperscalers, vendors and technology partners to evaluate emerging technologies and commercial models.
Build and maintain knowledge repositories for emerging IT platforms, vendor capabilities, commercial models and market pricing.

Good to know

Based in Singapore.
Professional certifications such as TOGAF, AWS/Azure/GCP Solutions Architect, PMP, ITIL or TM Forum are desirable.

Requirements

15+ years in telecommunications IS/IT, solution architecture, commercial evaluation and IS/IT systems investment
Bachelor's degree in computer science, information technology, engineering or a related discipline
Strong knowledge of telecom IT architectures including OSS/BSS, billing, charging, policy control, CRM, digital BSS, mediation and order management
Understanding of cloud-native architectures, virtualisation, containers and public/private/hybrid cloud platforms such as AWS and Azure
Commercial evaluation and analysis skills for telecom IT solutions and managed services
Experience supporting RFPs, RFIs, tenders, contract negotiations and vendor evaluations
