About the role
A property management role responsible for the performance of a building asset and the staff working on it, based on-site in Singapore's Northeast region. You will act as the managing agent for the client, overseeing operations, finances, tenants and contractors to hit agreed property outcomes. It suits an experienced property or retail management professional who is comfortable leading a team and dealing with clients, tenants and vendors.
What you'll do
Lead and manage a team covering transactional finance, workplace safety, equal opportunity, operations, HR, negotiation and contracting
Develop and carry out asset strategies and plans, and help meet the client's expenditure savings targets
Deliver quality service to the client as reflected in client feedback
Set up, run and maintain the property asset management service offering
Provide timely and accurate analysis and information for asset plans, management reports, client annual reports and business plans
Manage public liability, fire and lift safety, essential and non-essential services, staff, office and contractor risks, and keep the client's risk management plan in place
Keep all building systems operating and maintained properly
Meet asset plan and business plan KPIs and targets, including capital expenditure and workplace safety
Make sure staff and contractors get current training and site inductions
Develop the team through performance assessments and training, manage workloads through resourcing and build a succession plan for key members
Understand and comply with all parts of the Property Managing Agreement with the client
Implement and supervise a Planned Preventive Maintenance Programme for building systems and soft services
Ensure contractors, vendors and technicians complete repair, maintenance and soft service works on time and to required standards
Plan and procure maintenance services for building systems, including spare parts and consumables inventory
Work with the Senior/FSM to keep fire safety systems maintained and fire safety procedures, emergency responses and CERT in place
Manage tenant fit-outs for compliance with the Fit-Out Guide, Green Lease and authority regulations
Advise the client on the property's operational requirements
Develop house rules, tenant handbooks and fit-out guides
Manage the transition of the property from pre-completion to occupation
Interview and assess proposed property staff and give recommendations
Develop tenant satisfaction and client liaison strategies, with emphasis on tenant retention
Handle day-to-day building management including operations, engineering and compliance
Prepare and deliver budgets, and manage budget forecasting
Handle finance administration, billing, collection and arrears
Coordinate tenancy fit-outs
Implement, tender and manage capital expenditure
Produce monthly reporting
Administer and procure building services contracts

Requirements
Proven experience in property, asset or retail management
Experience managing a retail mall and MCST environment preferred
Knowledge of the retail sector
Track record in significant supplier contract negotiations
Ability to add value to retail assets through operational property management strategies and capital works
Experience preparing detailed asset plans, complex budgets and comprehensive reports
