About the role
This role partners with heads of departments and line managers to deliver strategic and operational HR support in a university setting. You will work with HR centres of excellence to provide tailored solutions, drive talent management, and build a positive workplace culture. It suits an experienced HR professional who enjoys advising senior leaders and managing complex people matters.
What you'll do
Engage with business units to understand their plans, people challenges and manpower needs, and give HR advice aligned with university goals

Work with line managers to suggest improvements to work relationships, processes, productivity and staff retention
Build credible relationships with HR specialists, hiring managers, management and external partners on people matters and employee relations or grievances
Advise line managers on HR policies and procedures to ensure consistent and compliant application
Ensure compliance with labour laws and provide guidance on related matters
Lead workforce planning, including headcount forecasting, manpower optimisation and budget alignment
Partner with the Talent Acquisition team on hiring matters
Support leadership on succession planning, leadership pipeline development and critical role risk management
Guide leaders on performance management, promotions, contract renewals and rewards decisions within university frameworks
Advise on employee relations matters such as performance concerns, grievances, discipline and staff well-being
Manage the employee lifecycle from onboarding through performance management, employee relations and exit management
Conduct bi-monthly new hire orientation and support related onboarding processes
Collaborate with HR Centres of Excellence on faculty talent management, succession planning and career development
Coach managers on performance management and facilitate constructive performance review conversations
Partner with HODs and cluster heads through the annual performance review process and offer insights during moderation
Contribute to the development, review and implementation of HR policies and frameworks
Provide interpretation and guidance on HR policies to leaders and staff
Perform other duties as assigned by the HR leadership team

Requirements
Degree in Human Resource Management, Business Administration or a related discipline
Postgraduate qualification or professional HR certification such as IHRP, SHRM or CIPD is preferred
At least 10–15 years of progressive HR experience, including significant HR Business Partner or strategic HR work
Proven experience partnering senior leaders in a complex organisation; higher education, public sector or large institution experience is an advantage
Sound knowledge of Singapore employment legislation and HR best practices
Strong interpersonal and communication skills to engage stakeholders at all levels
